ATTENTION TO ASSOCIATIONS OF PEOPLE WITH DISABILITIES.

The Ministry of Labor and Social Security acts as the Relationship Body for Associations of People with Disabilities: National Association of the Blind (ANCI); Cuban Association of Limited Physical Motors (ACLIFIM) and National Association of the Deaf of Cuba (ANSOC), contributing to the fulfillment of its objectives and the coordination and development of its activities, by virtue of Law No. 54 called "Associations Law" of December 27, 1985.

For the development of this function, the Rules of Relations between the Ministry of Labor and Social Security and the Associations are issued, in accordance with the provisions of Chapter V of the Regulations of the Law No. 54 of 1985, "Law of Associations", constituting a mandatory working document. The referred & nbsp; rules are applicable at all levels, being registered with the Association Registration Directorate of the Ministry of Justice.

The National Council for the Care of Persons with Disabilities (CONAPED), a multisectoral working group, operates to monitor and evaluate the progress of programs for the care of people with disabilities.

CONAPED is a collegiate body chaired by the Minister of Labor and Social Security and made up of state agencies and institutions, whose functions include caring for this population group, with the participation of the Associations and as guests, the political and mass organizations.

In the provinces and municipalities, the Provincial and Municipal Councils operate with the same structure, which are in charge of territorial application of the programs that include as priority objectives:

  • accessibility in different environments;
  • prevention, intervention and rehabilitation of the disabled person;
  • promote the inclusion of actions in community development plans that facilitate adjusting the resources and decisions of the community to the solution of their local problems.

For the execution of the programs, close coordination is maintained with the Associations of People with Disabilities.

Each organ, body and institution that makes up the Council designates a permanent representative, who is responsible for compliance with the agreements that are adopted.

For the operation of these groups, meetings are held on a quarterly basis, and once a year, a balance meeting is convened to analyze the results of compliance with the programs and tasks that contribute to raising the standard of living of these people.
