The Municipal Labor Director, once the application is received from the available worker, verifies that he is unable to enter employment and arranges for the investigation of the situation of the income of the family nucleus. Within a period not exceeding five working days from receipt of the request, submit the proposal to the President of the Council of the corresponding Municipal Administration of People's Power.
The proposal of the Municipal Labor Director is made taking into account the amounts established in the scale, for the granting of Social Assistance benefits, as follows:
- 1 person, 217 pesos per month.
- 2 people, 228 pesos per month.
- 3 people, 237 pesos per month.
- 4 people, 245 pesos per month.
- 5 people or more, 260 pesos a month.
The President of the Council of the Municipal Administration of People's Power, submits the proposal for the consideration of the aforementioned Council, so that it decides on its approval and informs the Director of Labor of the agreement, within a term of up to ten business days, from the receipt of said proposal.
Within three business days of receiving the agreement, the Municipal Labor Director notifies the available requesting worker and, in case of approval, delivers the means of payment to the collection of the temporary monetary benefit of Social Assistance.
The Director of Municipal Labor reports monthly to the corresponding Banking Agency, the data of the people to whom Social Assistance benefits are approved for the purposes of what is appropriate about your bank debts.
When the Municipal Administration Council, in attention to the situation of the family nucleus, agrees to grant a temporary monetary benefit of social assistance higher than the amount that corresponds to the applicant for the scale established in the First Section, numeral 2 of the present Resolution, the Director of Municipal Work presents the file conformed to the Director of Provincial Work, within seven working days after having received the agreement of the Municipal Administration Council.
The above does not exclude that while this benefit is being processed, the temporary monetary benefit corresponding to it according to the scale is approved by the Municipal Administration Council.
The Provincial Director of Labor, upon receiving the proposal and performing the corresponding analysis, presents it to the Director of Prevention, Assistance and Social Work of the Ministry of Labor and Social Security, within the term of three following business days.
The Director of Prevention, Assistance and Social Work of the Ministry of Labor and Social Security is in charge of processing and analyzing each request for exceptional temporary monetary benefit and proposes, within a period no later than three business days after receiving the proposal, to the Minister of Labor and Social Security, by means of a written brief, approving or not the application submitted.
The Minister of Labor and Social Security upon receiving the request, within a period not exceeding three business days, submits the proposal by consultation, to the Board of Directors of the Ministry for its approval or denial. When the granting of the benefit is decided, the Minister dictates the corresponding Resolution which is communicated to the corresponding Provincial and Municipal Labor Directors for their immediate control and execution.
The presidents of the provincial and municipal People's Power Administration councils control the application of this process and submit to the undersigned the pertinent reports on its execution.
The Department of Prevention, Assistance and Social Work of this Ministry is responsible for supervising compliance with what is established by this Resolution.
